UK SAT's Tests -That's a very good question

Well as any of you parents with children currently in the UK education sytem will know now is the time of the dreaded SAT's tests. SAT's take place every May for children in years 2, 6, and 9.

Today I was asked a very good question by a former pupil of mine and the question was "Why do all schools not run SAT's tests at the same time ?"
I know that they do not as many in my local area ran them last week whilst others are still running them right through this week.

Once you get to GCSE standard the examinations are co-ordinated so that anyone taking a particular subject at GCSE will take the exam on the same day at the same time as everyone else throughout the whole country.
Once a candidate has seen the paper they are not permitted to leave the examination room until they have completed the test. In the unlikely event of an evacuation of the room due to circumstances beyond anyone's control (fire, flood etc.) the students remain under supervision until the examination can be re-started in another suitable room. These rules are in place to prevent any candidate from finishing early or taking the examination at a different time to everyone else and therefore being able to pass on information about the paper to others or receive assistance from others who have already seen and sat the paper.

So as not everywhere runs SAT's test at the same time, what is stop those who want to from telling others about the current question papers, therefore assisting those who take the test later to achieve better results?
If this matters later on then how come it is not seen as important at this stage ?

I realise the younger candidates are unlikey to be able to recall much of the papers but those in Year 6 or 9 could certainly recall some if not all of them.
It also brings into question why we feel the need to test, and re-test our children so much. If all we are doing is teaching them to pass the test (or giving them the chance to cheat) then perhaps our efforts are not that worthwhile and less frequent testing is really the way forward.
